Urban outskirts face high private car ownership and long distances—but also huge potential for shared mobility. This session looks at how micromobility and other sharing services can work in car-dominated areas and serve as vital first- and last-mile links to public transport.

We’ll discuss planning, infrastructure, and operational challenges, and how cities and operators can bring shared mobility to where living on the edge really begins.

He bridges urban planning and conventional transport planning by coordinating mobility services throughout the planning process. His focus is on active mobility and shared mobility solutions, aiming to offer alternatives to private car ownership.

Theo Koch leads Public Affairs for Lime in Austria and Switzerland, driven by the belief that better mobility is key to more livable cities. He works on scaling shared e-scooters and e-bikes as part of everyday urban transport, especially for first- and last-mile trips. Passionate about sustainability and clear, effective communication, he collaborates with cities and policymakers to make mobility more accessible, reduce congestion and create cleaner, more people-friendly urban spaces. Born and based in Vienna, Theo has a deep connection to his home city. He is currently working on a city guide, sharing his favorite places and perspectives with those who live in — or are discovering — Vienna. Before joining Lime, he worked in public affairs and political communications in Austria, including as a spokesperson in the Austrian Parliament.

After 20 years of experience in various industries including Telecommunications, Intelligent Traffic Systems and 3D Software in both technical and business roles, Matthieu Clouqueur joined EIT Urban Mobility in February 2025 to drive the development of new partnerships with industrial companies in the Central European region. Since his doctoral studies, Matthieu is passionate about the topic of mobility, in particular on the aspect of robustness and resilience.

Josh Liu is a social entrepreneur and founder of Mosa, an impact startup bringing community-owned, inclusive cycle sharing beyond dense cities. Mosa uses a non-operator model and patented technology to serve markets where traditional bike-sharing is not economically viable. The company has delivered a UK government-funded pilot with Wellcome Genome Campus in rural Cambridge and recently secured another project with the Royal Horticultural Society and their suburban garden, deploying a mixed fleet including bikes, e-bikes, and adaptive cycles for disabled users.
